 On behalf of the all the Keo=
lis employees who operate and
maintain the VRE service, I wanted to wish everyone a safe and happy new =
year.
We are truly honored to be part of the team that provides a needed transp=
ortation
option to Northern Virginia.

=

Although we strive to provide=
the highest level and
consistency of service on a daily basis we do fail from time to time. Thi=
s was
evident on Monday when we failed to open all the cars for service on cert=
ain
trains which caused unnecessary overcrowding and inconvenience. I apologi=
ze for
this and can assure you we will learn from this like we do other mistakes=
and ensure it
does not reoccur.

The entire Keolis team remain=
s committed to providing a
safe, reliable and comfortable service to the VRE riders who rely on the =
trains
to get to and from work. We will continue to =93Think Like a Passenger=94=
as we
play our part for the VRE service and the 10,000 daily riders.

We look forward to another su=
ccessful year in 2015 as VRE continues
to grow the service including the planned opening of the new Spotsylvania=

station and additional Fredericksburg train.

Title VI: Major Service Change & Fare/Service Equity Policy

The VRE Operations Board recently approved our Major Service Change =
and Fare/Service Equity Policy. The purpose of the Major Service Change a=
nd Fare/Service Equity Policy is to a) define thresholds for determining =
major service changes, and b) determine whether potential fare and major =
service changes will have a disparate impact based on race, color, or nat=
ional origin; or disproportionate burden on low-income populations.

These thresholds and determinations are required by Federal law, as de=
scribed in Federal Transit Administration (FTA) Circular 4702.1B, “=
Title VI Requirements and Guidelines for Federal Transit Administration R=
ecipients”, which became effective October 1, 2012. The Circular re=
quires any FTA recipient that operated 50 or more fixed route vehicles in=
peak service and serving a population of 200,000 or greater to evaluate =
any fare change and any major service change at the planning and programm=
ing stages to determine whether those changes have a discriminatory impac=
t. For changes to existing transit fares, the FTA requires VRE to prepare=
and submit fare equity analyses for all potential fare adjustments. VRE =
is required to have established guidelines or thresholds for what is cons=
idered a “major” service change. For “major” serv=
ice changes, FTA requires VRE to prepare and submit an equity analysis, w=
hich includes an analysis of adverse effects.

As a reminder to our riders, below is the list of exceptions to our=
normal schedule over the month.

December 24, 2014 – “S” Schedule | Amtrak Step-Up Tickets will be honored*

December 25, 2014 – No VRE service in observance of Christmas | Amtrak=
Step-Up Tickets will NOT be honored

December 26, 2014 – No VRE =
service | Amtrak Step-Up Tickets will NOT be honored

December 29-31, 2014 – “S” Schedule | Amtrak Step-Up Tickets will be honored*

January 1, 2015 – No VRE service in observance of New Year’s Day | Amt=

“No VRE service” is easy enough to figure out but if you are new to =
our service, we operate an “S” Schedule on certain days. The only trains =
that will operate on those days are those that are marked with as “S” n=
ext to its train number on the schedule. (We also implement this reduced=
schedule when inclement weather or other unforeseen circumstances warran=
