Flash Flood Restrictions for Fredericksburg and Manassas Line =
trains

CSX and Norfolk Southern have just imposed flash flood speed restric=
tions on the entire length of the Fredericksburg and Manassas Lines.

Fredericksburg and Manassas Line trains will be approximately 30-45 mi=
nutes late into their final destination. The delay will build over the co=
urse of the trip, so while it will not start late, the farther the train =
goes, the more the minutes add up.

How severe rain or thunderstorms affects VRE service

The most common delay during stormy weather is caused by wind and heav=
y rain, with both CSX and Norfolk Southern having policies in place that =
deal with severe weather. If the National Weather Service puts out a flas=
h flood warning, for example, CSX’s policy states that passenger tr=
ains can go no faster than 40 mph; NS’s policy has recently been up=
dated to be more in line with CSX in that no passenger train can go faste=
r than 40 mph.

Both policies follow the same theory most of us do when driving in hea=
vy rain: slowing down enables the engineers to more safely navigate throu=
gh areas with limited visibility. Most importantly, should deep water cov=
er the tracks, or if a section of track is washed out, a  slower rat=
e of speed will allow the engineer to slow or stop the train before it is=
too late.

Speed restrictions during flash flood warnings, like heat restrictions=
, are put into effect for safety reasons. This rule is put into effect be=
cause heavy rains can wash away parts of the ballast (the rocks that supp=
ort the tracks; see picture below). The Manassas line is especially prone=
to this since the conditions that cause flooding are more prevalent in t=
his area.

Once imposed, flood related speed restrictions will remain in place un=
til the tracks can be properly inspected. So even though it may be sunny =
outside, if the tracks haven’t been fully inspected yet after a sto=
rm the speed restrictions will remain.

Other delays associated with rain storms can be the delays caused by&n=
bsp;fallen trees. Tracks covered by fallen trees require railroad cr=
ews to come via hi-rail vehicles (vehicles that can run on both road and =
rail) in order to cut and clear the tracks as quickly as possible.

Now that you have all that background information, we know the questio=
n you are asking: How long will I be delayed? Now that NS has recently up=
ped their max speed for flood restrictions, both Fredericksburg and Manas=
sas Line trains will be approximately 30-45 minutes late into their final=
destination. The delay will build over the course of the trip, so while =
it will not start late, the farther the train goes, the more the minutes =
add up.

Ultimately, VRE’s bottom line is safety, a focus shared by both =
CSX and NS. If severe weather is in the forecast, please keep in mind tha=
t your commute may be delayed, but rest assured, those commuting by car a=
re likely sitting in far worse backups!

Included are some photos of flooding safety hazards which happened in =
our service area. During severe weather, our crews are looking out for th=
ese to protect the safety of our passengers.
