1) Manassas Parking

The City of Manassas has approved the addition of 33 spaces for commuter parking effective tomorrow. The parking is currently temporary – through October – and includes 12 spaces at the City of Manassas museum and 21 spaces along Prince William Street. Red commuter permits are required to park there. A map will be on our website shortly.

2) Tomorrow, Jun 30, Quantico Meet the Management

Join us Wednesday for all morning trains in Quantico as we continue Meet the Management.

Representatives from our Finance, Operations and Communications, and Passenger Support services departments will be on hand to answer any and all questions that you may have.

If you have no questions, come by anyway and say hi, grab refreshment, or a VRE ticket holder and a clip.

3) 1 and 1/2 days left to use up old Free Ride Certificates

If you have some old Free Ride Certificates stuffed in your ticket holder, you’d better get them out and check the expiration date. The old green and purple Free Ride Certificates will expire on Thursday July 1, 2010. If you have not used up all of your old FRC’s by then, they may not be exchanged for the newer (blue and teal) ones which expire June 30, 2012.

4) July 1st Change in Validation Law

Last year the General Assembly added language to an un-validated ticket/riding outside of ticket zone law in order to make it unlawful to use counterfeit or fraudulent ticket as a means to gain access to a transportation district train (VRE). In doing so, all penalties were changed to misdemeanors (Class 4 for validation/zones, Class 2 for fraudulent use). This added considerable burden to the Commonwealth Attorney’s Office, the Courts, VRE and the riders because of the onerous filing requirements of misdemeanors.

In the end, VRE sought to change back the validation and zone infractions to civil actions. This change will ease the concerns of riders who fear that a ticket might work adversely against security clearances and, additionally, will allow for a more efficient process of citations. Also, the fine for validation and zone infractions has been reduced from $250 to $100, while counterfeit or fraudulent ticket use remains a Class 2 misdemeanor with a penalty of not less than $500.

5) July 5th No VRE Service

There will be no VRE service for Monday, July 5th – Independence Day Observed. Service will resume Tuesday, July 6th.

6) Keolis Update

Here is the latest about the Keolis transfer:

Stage one of the Keolis transfer has begun will the commencement of the following functions for VRE:

1. Maintenance of all locomotives and railcars

2. Maintenance of VRE yard facilities

3. Management of parts warehouse

Keolis stage two, the assumption of crewing all VRE trains, will take place on July 12th.

We will keep you up to date with any latest developments.

7) July 19th, Schedule Reminder

This is a reminder that beginning on July 19th, with the start of the express train, there will be minor schedule changes to both lines.

Also, to note, we notified passengers that Train 310 will operate on Train 308′s schedule and depart 5 minutes earlier from each station. This is incorrect. 310 will in fact operate 10 minutes earlier instead of 5 minutes earlier. We apologize for the misinformation.

Schedule Change on July 19th

The Fredericksburg express train schedule is now available, and with it are some additional changes starting Monday, July 19th to both the Fredericksburg and Manassas lines.

For the Manassas Line Schedule:

•Amtrak Trains 20, 51, 19 and 50 will no longer be available for use under the Cross-Honor Agreement.

•Train 324 will arrive 1 minute later into Alexandria.

•Train 326 will arrive 1 minute earlier into Alexandria.

•Train 328 will arrive 3 minutes earlier into Alexandria

For the Fredericksburg Line Schedule:

•An express train will be added that will depart at 5:05a, which will be labeled as Train 300.

•Train 302 will operate on Train 300′s old schedule.

•Train 304 will operate on Train 302′s schedule and depart 5 minutes earlier from each station.

•Train 306 will operate on Train 304′s schedule and depart 5 minutes earlier from each station.

•Train 308 will operate on Train 306′s schedule and depart 5 minutes earlier from each station.

•Train 310 will operate on Train 308′s schedule and depart 5 minutes earlier from each station.

•An additional train will be added to morning service, labeled as Train 312, and operate 5 minutes earlier than Train 310′s schedule.

•Train 305 will operate 5 minutes later.

•Amtrak Trains 80, 66, 67 and 79 will no longer be available for use under the Cross-Honor Agreement.

•Amtrak Trains 174 and 125 will begin operation July 20th.

The following is in this edition of Train Talk:

1) What Happened

First, we would like to apologize to the passengers on both the Fredericksburg and Manassas Lines for any frustration the delays may have caused.

The first significant delay happened to Fredericksburg Line train 309 (Departs Union Station at 5:15pm). This train set starts the afternoon as the mid-day train 301 (Departs Union Station at 12:55pm). Normally, there is more than enough time for this train return to Union Station so it can operate as Fredericksburg Train 309. However, yesterday, it encountered switch problems and rail congestion just south of Franconia/Springfield. As a result of the delay returning to Union Station train 309 was half an hour late departing, and Manassas Line train 333 (Departs Union Station at 5:30p) was allowed to depart first.

As train 333 pulled into Crystal City, the engineer noticed smoke coming off of the axles. After an initial assessment, the crew determined it was not an emergency and attempted to proceed slowly into Alexandria. Since there are two platforms at Alexandria, even if a disabled train is blocking one platform, trains could operate on the other one and load normally. Shortly after departing Crystal City, train 333 stopped again with more smoke coming off of the axles. At this point, the crew decided that the safest course of action was to stop the train and transfer passengers to another train.

Train 309 was stuck directly behind train 333 and had to back up so it could switch to the far track to board passengers. Fredericksburg train 311 (Departs Union Station at 6:00p) and Amtrak 171 were both stopped south of L’Enfant so that train 309 could maneuver around train 333. Once train 309 started moving south again, a significant bottleneck of southbound traffic had developed.

Manassas Line train 335 was in line behind train 311 and Amtrak 171. It picked up passengers at Crystal City. It then stopped pick up passengers from disabled train 333. Due to the fact that passengers had to walk through the rocky ballast to transfer from one train to another, it took a little longer for passengers to be transferred and the train encountered an additional delay of approximately 35 minutes.

In the meantime Fredericksburg Train #313 (Departs Union Station at 6:40p) had picked up riders at Crystal City and was holding directly behind the rescue mission, with Manassas Train #337 (Departs Union Station at 6:50p) behind it, just north of Crystal City. At about 7:40p, the transfer of passengers was complete and trains started moving again.

2) Follow Up

We know being on a delayed train or waiting on a platform in the summer could be better spent with family and friends. Please be assured that the mechanical delay that caused this delay is being investigated. We would also like to remind you that the first of our new locomotives arrives July 1. As we start to replace our aging locomotive fleet over the next year, mechanical delays will be significantly reduced.
